Vietnam regularly updates its legislation, but July 2026 became one of the country's largest legislative reform periods in recent years.
According to official information, nearly 30 new laws, along with several important government decrees, came into force during this period.
Most of these changes affect public administration, taxation, the economy, digital regulation, public security, construction, transportation, and other sectors. Some of the new regulations may directly impact foreign residents, entrepreneurs, bloggers, and companies operating in Vietnam.

Government Administration and Justice
Several important laws related to public administration and the judicial system entered into force.
These include:
- Amendments to the Law on Vietnamese Representative Missions Abroad;
- the Capital Law;
- four laws related to judicial procedures;
- the Law on Civil Servants;
- amendments to the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations;
- the Law on Anti-Corruption;
- the Law on Judicial Documents;
- the Law on the State of Emergency.
Taxes and Economy
A significant number of reforms concern taxation and business regulation.
The following laws entered into force:
- amendments to four tax laws;
- the Law on E-Commerce;
- the Personal Income Tax (PIT) Law;
- the Law on Tax Administration;
- the Law on National Reserves;
- the Law on Thrift Practice and Waste Prevention.
Digital Environment, Technology, and Media
One of the most significant areas of reform is digital regulation.
The following laws became effective:
- the Law on Digital Transformation;
- the Cybersecurity Law;
- the Press Law;
- the Law on High Technology.
These regulations form the legal basis for new requirements affecting bloggers, influencers, online platforms, and digital services.

Public Security and Law Enforcement
A large package of legislation also entered into force in the area of public security.
It includes:
- amendments to ten laws related to public security and public order;
- the Law on Temporary Detention, Custody, and Restrictions on Leaving the Place of Residence;
- the Law on Drug Prevention and Control;
- the Law on Enforcement of Criminal Judgments;
- the Law on Enforcement of Civil Judgments;
- the Law on Mutual Legal Assistance in Civil Matters;
- the Law on Mutual Legal Assistance in Criminal Matters;
- the Law on Extradition;
- the Law on the Transfer of Sentenced Persons.
Infrastructure and Social Policy
The reforms also affect construction, transportation, and social policy.
The following laws entered into force:
- the Construction Law;
- the Civil Aviation Law of Vietnam;
- the Law on Disease Prevention;
- the Population Law.
Additional Government Decrees
Alongside the new laws, several important government decrees also became effective.
Decree No. 262/2026/ND-CP
This decree regulates the activities of foreign press agencies, media offices, and foreign journalists operating in Vietnam.
Decree No. 292/2026/ND-CP
This decree governs foreign trade and introduces restrictions on the import of goods produced using forced labor.
Administrative Procedure Amendments
Additional regulations introducing changes to certain administrative procedures also entered into force.
What Does This Mean for Foreigners?
The new legislation does not mean that every foreign resident will immediately be affected.
However, it clearly shows the direction of Vietnam's legal development:
- stronger regulation of the digital environment;
- modernization of the tax system;
- increased oversight of online activities;
- continued improvement of public administration;
- new rules affecting media organizations and digital platforms.
